Founded by Lisa M. Vedder
Lisa Vedder is a Harvard-educated, seasoned executive in all aspects of utility regulation and industry analysis, with particular emphasis on renewables, sustainability, alternative power, and non-utility generation.
LM Vedder Consulting specializes in cost-of-service studies and rate design at the wholesale and retail level, regulatory policy, technical and financial evaluations, audits, and energy contracts. LM Vedder Consulting excels in design of innovative rate design mechanisms including net metering tariffs, time-of-use rates, tiered pricing mechanisms, wires/standby charges, connection fees, and marginal pricing structures. Utility industry sectors served by LM Vedder Consulting include: electric, water, wastewater, natural gas, renewables, and telecommunications.
Lisa holds a Master of Public Administration degree from Harvard with Methodological Areas of Concentrations (MACs) in Regulation and Industry Analysis, and Negotiation and Conflict Resolution. She was the Women’s Leadership Initiative Fellow for her class at Harvard. Lisa holds a Bachelor of Science-Industrial Engineering degree from the University of Wisconsin-Madison where she was inducted into the engineering honor societies of Tau Beta Pi and Alpha Pi Mu. Lisa is a Certified Internal Auditor (CIA®) and holds a Certification in Control Self Assessment (CCSA®) with the Institute of Internal Auditors.

Lisa has provided professional consulting services to electric, water, wastewater, solid waste, and natural gas utilities nationwide. Her areas of expertise include rate design, cost-of-service studies, power supply, regulatory policy, technical and financial evaluations of utilities, auditing, and energy contracts.
Lisa has been involved in utility rate cases, privatization and securitization analyses, negotiation of complex energy deals and power purchase agreements. She has also provided litigation support and prepared written testimony, reports, and briefs filed at the Federal Energy Regulatory Commission (FERC), various state regulatory agencies, and an International Tribunal. Ms. Vedder specializes in alternative rate designs and emerging mechanisms. She recently developed cost recovery rate mechanism recommendations for Guam Power Authority’s Demand-Side Management (DSM) and Energy Efficiency (EE) Program Cost Recovery.
Lisa led pro forma development and rate evaluation efforts for Community Choice Aggregation Feasibility Studies for the City of San Diego and for Central Coast Power, consisting of Santa Barbara, San Luis Obispo, and Ventura Counties.
Lisa has also performed self-insurance and hazard mitigation fund studies for island utilities in the Caribbean and Western Pacific. Efforts included analyzing pre-and post-storm fund performance for utilities in the Southeast, Atlantic and Northeast US, and the Caribbean and Pacific, as well as trends in disaster recovery funding and catastrophic risk pooling post Hurricanes Sandy and Irene.
