City of Tallahassee, Florida
Defined and Compiled Key Performance Indicators for Underground Utilities (Water, Wastewater, Stormwater, and Natural Gas) strategic plan.
City of Roseville, CA
Led Operational Performance Audits of Roseville Electric, the Environmental Utilities Department—Solid Waste, Water, Wastewater, Recycled Water, and Stormwater—and the Utility Exploration Center in 2013 and the Public Works Department—Alternative Transportation, Engineering and Street Maintenance—in 2014. Efforts included site visits, interviews, and development of key performance indicators and performance dashboards.
City of Aiken, South Carolina
Led Next Generation Budget Development: that applied best practices as endorsed by recognized professional organizations such as the National Advisory Council on State and Local Budgeting of the Government Finance Officers Association (GFOA) to enhance the user friendliness of its budget, afforded the City a unique opportunity to take a holistic view of City operations, and created a management tool to communicate outcomes and monitor performance. The existing annual budget format was developed more than sixty-five years ago. Efforts included facilitation of an “Envision Your Future Budget” workshop with the City Council and implementation of the Next Generation Budget format through creation of the physical templates that transformed raw data into the desired formatted output. The Next Generation Budget was unveiled for FY 2016-17 and was awarded the GFOA Distinguished Budget Presentation Award.

Reading Municipal Light Department, Massachusetts
Supported an Organizational Assessment Study that included interviews, site visits, and development of recommendations concerning organizational structure and staffing. Efforts included assessing physical layout of facilities and conducting benchmarking analyses. A detailed staffing analysis was included in the study. Result were completed in 2015.

Designed Benchmarking Methodology in response to the Federal Energy Regulatory Commission’s Regional Transmission Operator/Independent System Operator Scorecard Initiative.
